Unified State Qualification Exam (USQE)

USQE PROCEDURE

Unified State Qualification Exam (USQE) is administered for Master’s, Bachelor’s, and Vocational Junior Bachelor’s program students majoring in “22 Healthcare” branch of knowledge (examinees), using the standardized testing technologies, as provided under “The procedure, terms, and timeframe for development and administration of the Unified State Qualification Exam and criteria for the result assessment”, adopted under Ministry of Health of Ukraine Decree № 419 (amended), dated February 19, 2019, and registered with the Ministry of Justice of Ukraine under № 279/33250 on March 20, 2019 (Procedure № 419).

Organization and administration of USQE test-based components (“Krok” Integrated Test-Based Exam for Master’s, Bachelor’s, and Vocational Junior Bachelor’s program students and Vocational English Language Proficiency Test for Master’s program students) is provided by:

  • the Rectors (Directors) of the schools, where it concerns preparation of classrooms, ensuring suitable and safe conditions during the exam, and provision of emergency medical care for the examinees, if needed;
  • the Testing Board, where it concerns the organizational and technological measures that must be taken to administer the exam.

All USQE test-based components are administered according to the schedule approved by the Ministry of Health of Ukraine and use unified closed tests and unified methodology guidelines designed by the Testing Board.

USQE test-based components are administered in schools or on the premises provided by the Testing Board, if a school registers for the exam less than 20 examinees.

USQE test-based components can be taken only by students, who were properly registered for their participation in the exam, if their current health condition allows them to take their exams.

According to Procedure № 419, section 6, students registered to take USQE test-based components have the right to:

  • access the information about the schedule for USQE test-based components, the exam administration procedure, the time and place of exam administration, the result assessment procedure, and the time and manner in which USQE results will be officially announced;
  • be treated politely and without bias by the persons tasked with the USQE administration;
  • safe conditions during the exam;
  • receive emergency medical aid during the exam;
  • submit their complaints about the exam administration procedure, if their rights were violated, or request a score recheck.

According to Procedure № 419, section 7, students registered to take USQE test-based components must:

  • familiarize themselves with Procedure № 419;
  • timely arrive at the exam site with their identity documents (Procedure № 419, section 13, subsection 3);
  • be polite to other students and persons tasked with the USQE administration;
  • comply with the exam-related instructions and requests of the persons tasked with the USQE administration.

According to Procedure № 419, section 8, students registered to take USQE test-based components cannot:

  • bring to the exam site any objects or substances that can be potentially dangerous to the life and health of people;
  • use at the exam site, have on their persons or at their workstation any communication devices or devices that can be used for recording, processing, storing, and reproducing information, or any separate elements that may be components of such devices;
  • interfere with the work of other examinees during the test;
  • interfere with the duties of the persons tasked with the USQE administration;
  • communicate with other students during the test and pass them any objects or materials, including exam materials;
  • copy the answers of other students;
  • in any way disclose the information about the content of the test questions;
  • take exam materials, including their separate pages or copies, out of the classroom;
  • continue answering the test questions or erase the marks in the answer sheet after the end of the test;
  • damage the property at the exam site.

An examinee, who violates the rules listed in Procedure № 419, section 8, loses the right to continue writing the test and, upon the request of the Testing Board representative administering the USQE test-based component (the proctor), must immediately hand over his or her answer sheet and exam booklet and leave the classroom. Such incident will then be reported by the proctor and the examinee will receives score “0” (“fail”), as a result.

To ensure the transparency and public nature of USQE administration, video surveillance and video recording are conducted in the classrooms, where USQE test-based components are being administered.

The proctor/proctors and the school representative must be constantly present in the classroom for the duration of the test. Outsiders are prohibited from entering the classroom, where the testing takes place.

Each one of the USQE test-based components must be taken by the examinee personally at the exam site designated for administering USQE test-based components and after undergoing the identity check. The students, who has not undergone the identification procedure, cannot take the exam and are considered to be absent without a reasonable excuse at the exam. All such cases are reported.

After passing the identity check, the student receives from the proctor his or her answer sheet and information strip. The proctor directs the students to their places in the classroom. The answer sheet must be filled in, using a ballpoint pen with deep black ink.

On the day of the exam, the intactness of the sealed container with the exam booklets must checked in the presence of the authorized representative of the school, the proctor, and the examinees, after which the container is opened. After that the proctor hands out the exam booklets to the examinees.

Having finished working with the exam booklet, an examinee must place his or her answer sheet into the exam booklet, hand them over to the proctor, and leave the classroom.

When all USQE test-based components are successfully passed, the student receives the Certificate for passing the Krok Exam and Vocational English Language Proficiency Test. The format of the Certificate is decided by the Testing Board.

ABOUT THE EXAMS

The Testing Board is a state non-profit enterprise, authorized by the Ministry of Health of Ukraine to evaluate the professional competence of students and medical / pharmaceutical interns by conducting objective external independent assessment. This evaluation is conducted in the test-based format and is mandatory for all students majoring in “22 Healthcare” branch of knowledge (the full List of Specializations within this branch of knowledge has been adopted under Decree № 497, issued by the Cabinet of Ministers of Ukraine on May 19, 2021).

The Testing Board conducts organizational and methodological work aimed at designing and administering the exams and grading the results: test-based components of the Unified State Qualification Exam (USQE), taken by Master’s, Bachelor’s, and vocational pre-higher education students, as well as “Krok 3” Licensing Integrated Exam, taken by medical / pharmaceutical interns.

Exam contents, size, and duration vary depending on the specialization and academic program level of the examinees.

USQE for vocational pre-higher education students and Bachelor’s program students

USQE for vocational pre-higher education and Bachelor’s students consists of one test-based stage: “Krok” Integrated Test-Based Exam (Krok M and Krok B, respectively).

Krok M Exam is taken by vocational pre-higher education students after the theory component of their academic program is completed.

Krok B Exam is taken by Bachelor’s program students during the last year of their academic program.

USQE for Master’s program students

USQE for Master’s program students consists of two stages.

USQE, Stage 1 is taken during their third (specialties “Medicine”, “Stomatology”, “Pediatrics”, “Medical Psychology”, and “Pharmacy, Industrial Pharmacy”) or second year of study (specialties “Technologies of Medical Diagnostics and Treatment”, “Public Health”, and “Therapy and Rehabilitation”).

USQE, Stage 2 is taken during their fifth (specialties “Stomatology” and “Pharmacy, Industrial Pharmacy”) or sixth year of study (specialties “Medicine”, “Pediatrics”, and “Medical Psychology”)

USQE, Stage 1, for students majoring in “Technologies of Medical Diagnostics and Treatment”, “Public Health”, and “Therapy and Rehabilitation” consists of one test-based component: “Krok 2” Integrated Test-Based Exam. For all other specialties, USQE, Stage 1, consists of two test-based components: “Krok 1” Integrated Test-Based Exam and Vocational English Language Proficiency Test (Vocational ELPT).

Krok 1 Exam is a test-based component of USQE, Stage 1 that assesses the examinees’ competence in basic (fundamental) sciences.

Vocational ELPT is a test-based component of USQE, Stage 1 that assesses the level at which the examinees understand vocational English in the process of their vocational training, especially the terminology used in basic sciences and English grammar. Vocational ELPT is taken along with Krok 1 Exam and together they comprise one stage.

USQE, Stage 2, consists of one test-based component: “Krok 2” Integrated Test-Based Exam that assesses the examinees’ competence in clinical (profession-oriented) sciences.

“Krok 3” Licensing Integrated Exam

The final assessment (evaluation) of medical / pharmaceutical interns includes “Krok 3” Licensing Integrated Exam as a standardized tool that allows assessing, whether medical / pharmaceutical interns are acquiring all the competences required under their internship training program and how well they have mastered these competences. As the first stage of the final evaluation of medical / pharmaceutical interns, Krok 3 Exam is designed and administered by the Testing Board in pen-and-paper or computer-based format, using the standardized testing technologies. The format for taking Krok 3 Exam is decided by the Testing Board.
SCORE RECHECK PROCEDURE

What is the Score Recheck Procedure

  • If an Examinee disagrees with the obtained test score, he or she has the right to request the Score Recheck Procedure, as provided under the Procedure, Terms, and Timeframe for Development and Administration of the Unified State Qualification Exam and Criteria for Result Assessment, Section III, Paragraph 19, approved by Ministry of Health of Ukraine Decree № 419, dated February 19, 2019 and registered with the Ministry of Justice of Ukraine under № 279/33250 on February 20, 2019 (as amended by Ministry of Health of Ukraine Decree № 900 “On adopting changes to the Procedure, Terms, and Timeframe for Development and Administration of the Unified State Qualification Exam and Criteria for Result Assessment”, dated May 24, 2024 and registered with the Ministry of Justice of Ukraine under № 873/42218 on June 10, 2024).
  • The Score Recheck Procedure for higher and pre-higher education Examinees majoring in “22 Healthcare” branch of knowledge is conducted by the Testing Board as provided under Testing Board Directive № 01/03/25, dated July 5, 2023.
  • Appeal Requests are reviewed by the Testing Board Score Recheck Committee. The scope of authority and composition of the Score Recheck Committee are established under Testing Board Directive № 01/03/06, dated January 23, 2024.
  • The Score Recheck Procedure consists of reviewing the Examinee’s Appeal Request and comparing the Examinee’s Answer Sheet with its processing protocol that is the basis of the exam score calculation.
  • For the duration of the quarantine measures, pandemics, epidemics, martial law, or ongoing hostilities, the Score Recheck Procedure is conducted REMOTELY.
  • The Testing Board does not conduct the Score Recheck Procedure for the scores obtained by the Examinees in test centers abroad, if the Examinees were taking their Krok Exam or Vocational English Language Proficiency Test there in the form of computer-based testing. In such cases, the Score Recheck Procedure is determined by the test centers, where the Examinees were taking their exams.
  • The Testing Board Score Recheck Committee does not accept complaints and requests about the content of the test tasks.
  • An Examinee can withdraw his or her Appeal Request before the Testing Board Score Recheck Committee starts reviewing it, in which case the review of the Appeal Request will not be conducted.
  • The result of the Score Recheck Procedure is entered into the Record of Proceedings of the Testing Board Score Recheck Committee.

Who can submit an Appeal to request the Score Recheck Procedure

  • The Appeal Request must be sent by the Examinee to the Testing Board via a registered letter. The Appeal Request Form can be downloaded here: https://www.testcentr.org.ua/docs/TB/form-of-appeal-letter-mle.doc
  • Appeal Requests can be submitted online by emailing them to the Testing Board, if they have been signed using the electronic digital signature or qualified electronic signature. Appeal Requests submitted online without the valid electronic digital signature or qualified electronic signature will be rejected.
  • The Testing Board Score Recheck Committee does not accept complaints about violations of the Examinees’ rights during the exam.

Score Recheck Procedure: Step-By-Step Algorithm

Appeal Requests can be submitted within the period of 5 days, starting from the date when the school receives exam results.

To submit your Appeal you need to do the following:

  1. Download the Appeal Request Form here: https://www.testcentr.org.ua/docs/TB/form-of-appeal-letter-mle.doc
  2. Fill in the Appeal Request Form.
  3. Make a photo or a scanned copy of your Appeal Request.
  4. Register yourself in advance for the Score Recheck Procedure by filling out the Registration Form at the link below (a unique link will be provided for each Score Recheck Procedure, depending on the exam).  
  5. Fill in all the fields of the Registration Form, select the date and time of the Score Recheck Procedure that is convenient for you, and attach the photo or the scanned copy of your Appeal Request to your Registration Form.
  6. Send the original of your Appeal Request to the Testing Board’s address: 31 Gertsena St., Kyiv, 04050
  7. On the day before your selected date for the Score Recheck Procedure, wait for the Testing Board to send you the instructions for the installation of the app you will need, as well as your login and password. They will be sent to the email address that you specified during the registration.
  8. On the day and time selected by you for the Score Recheck Procedure, log into the app by entering your login and password sent to you by the Testing Board to start the Score Recheck Procedure.
