Border crossing rules for international students

According to resolution of the government of Ukraine №641 of July 22nd with changes «About establishing the quarantine and strengthened anti-epidemic measures on the territory with significant spread of the COVID-19 acute respiratory illness, caused by SARS-CoV-2 coronavirus» all foreigners that study in Ukraine or arrived with corresponding invitation to study, issued by a higher education establishment, are allowed to cross the border.

Due to the global pandemic of the coronavirus COVID-19, while you are planning your arrival in Ukraine, first of all, read the special rules of border crossing and staying in Ukraine, aimed at preventing the spread of COVID-19 . Detailed information is available on VisitUkraine.

The order of crossing the border depends on the epidemiological situation in Ukraine and on whether you come from a country classified by the Ministry of Health of Ukraine as a country with a high prevalence of COVID-19 (red zone). The list of countries with a significant distribution of COVID-19 is published on VisitUkraine. The situation may change, so before departure, update the state of the country you come from.

If you are a citizen or come from a country with a significant prevalence of COVID-19 (red zone), we recommend in advance, but not more than 48 hours before crossing the border of Ukraine, to test for COVID-19 by polymerase chain reaction (PCR) test. If there is a negative result of such a test, you will not be passing self-isolation in Ukraine.

Otherwise, you need to go through the mandatory self-isolation for 14 days, for which you need or purchase an airport SIM card with the number of any Ukrainian mobile operator (+380), install via AppleStore or GooglePlay and activate the app. Act at home on your mobile phone. However, your self-isolation (observation) will stop if after crossing the border of Ukraine you pass the PCR test for COVID-19, which will show a negative result. Such a test should be taken only in verified laboratories.

If you come from a country with a low prevalence of COVID-19 (green zone) and are not a citizen of a country with a high prevalence of COVID-19, the above rules for self-isolation (observation) will not apply to you.

In any case, you need to have an insurance policy that will cover the costs associated with the treatment of COVID-19, for 1 year. Such a policy can be purchased in advance, including through VisitUkraine, or on the border of Ukraine. In the absence of such an insurance policy and if you refuse to buy it at the border, officials of the State Border Guard Service will deny you a pass to Ukraine.

So, after coming to study at the University, provide the dean’s office of the international faculty:
1) Passport with a mark of crossing the border of Ukraine;
2) The insurance policy covering the costs connected with the treatment of COVID-19 in Ukraine;
3) Negative result of PCR test for COVID-19, made not earlier than 48 hours before entering Ukraine, or negative result of PCR test for COVID-19, made in Ukraine (for students from the red zone).
