дій учасників освітнього процесу за сигналом «Повітряна тривога»

Загальні положення

1.  Цей Алгоритм дій учасників освітнього процесу за сигналом «Повітряна тривога» є обов’язковим до виконання всіма учасниками освітнього процесу Університету – здобувачами вищої освіти (студентами, аспірантами) та іншими особами, які навчаються в Університеті (слухачами, лікарями (фармацевтами)-інтернами), науково-педагогічними та іншими працівниками Університету.

2. Сигнали цивільного захисту «Повітряна тривога», «Відбій повітряної тривоги» передаються через централізовану систему оповіщення (сирени), радіо, телебачення, системи інформування про надзвичайні ситуації за допомогою операторів мобільного зв’язку. Тривале звучання сирени (від 3 до 5 хвилин) є попередженням про загрозу ракетних і/або авіаційних ударів противника та рекомендацією щодо негайного переміщення в найближче укриття. В будівлях навчальних баз Університету, обладнаних системою оповіщення та управління евакуацією, інформація про сигнали цивільного захисту «Повітряна тривога», «Відбій повітряної тривоги» оголошується через таку систему.

3. Для персоніфікованого отримання сигналів цивільного захисту «Повітряна тривога», «Відбій повітряної тривоги» кожному учаснику освітнього процесу необхідно встановити на мобільному телефоні застосунок «Повітряна тривога» та/або «Київ цифровий», що доступні в Google Play Market та AppStore. В застосунку «Повітряна тривога» необхідно обрати «м. Київ» з випадаючого переліку регіонів в закладці «Тривоги», а також встановити в закладці «Налаштуваннях» параметри відповідних сповіщень.

4. Усі учасники освітнього процесу мають заздалегідь бути ознайомлені з:

• цим Алгоритмом дій учасників освітнього процесу за сигналом «Повітряна тривога»;

•  місцем розташування укриттів в будівлях навчальних баз Університету, де проводяться заняття, а також найближчих укриттів загального користування (https://gis.kyivcity.gov.ua/shelter/) і маршрутами руху до них;

• планами евакуації з відповідних приміщень і укриттів при виникненні надзвичайної ситуації.

5. Під час перебування в укритті категорично забороняється:

✗ Курити

✗ Шуміти

✗ Без необхідності пересуватись

✗ Заважати переміщенню інших людей

✗ Захаращувати евакуаційні виходи

✗ Порушувати загальні правила поведінки в громадських місцях

✗ Покидати укриття до сигналу «Відбій повітряної тривоги»

6. Забороняється приносити до укриття:

✗  Небезпечні засоби

✗ Легкозаймисті речовини

✗ Речовини із сильним запахом

✗ Громіздкі речі

✗ Тварин

7. Якщо після сигналу «Повітряна тривога» немає можливості евакуюватись в укриття, необхідно увійти у будь-яку кімнату, бажано в приміщення з мінімальною площею зовнішніх стін, вікон та отворів. Якщо такої кімнати немає, слід вийти на сходову клітку й притиснутись до внутрішньої стіни подалі від вікон, присісти, згрупуватись та прикрити голову руками.

• За відсутності можливості залишити приміщення слід закрити двері та вікна, сісти на підлогу (нижче за рівень підвіконня) біля внутрішньої стіни не навпроти вікна й прикрити голову руками.

• Слід пам’ятати й намагатись дотримуватись правила «двох стін», згідно з яким безпечніше перебувати щонайменше за двома стінами відносно до відкритого простору.

8. Почувши сигнал «Повітряна тривога» на поверсі або ж біля будівлі, необхідно одразу рухатись в укриття. Ні в якому разі не потрібно намагатись повернутись в аудиторію, кабінет чи інші приміщення, у т.ч. для того, що б забрати особисті речі.

9. Після сигналу «Повітряна тривога» в будь-якому разі не потрібно залишати будівлю, крім слідування в укриття, оскільки перебування людини поза укриттям підвищує небезпеку для її життя та здоров’я під час ракетних і/або авіаційних ударів.

Дії учасників освітнього процесу за сигналом «Повітряна тривога» до початку аудиторних занять (офлайн)

10. При оголошенні в м. Києві сигналу «Повітряна тривога» менше ніж за 2 (дві) години до початку першого заняття в аудиторії Університету:

• всі аудиторні заняття (офлайн) в цей день скасовуються;

• учасники освітнього процесу негайно переміщуються в найближче укриття;

• викладач повідомляє будь-яким зручним засобом зв’язку старосту відповідної групи про перенесення відповідного аудиторного заняття на інший час (вільний від занять і зручний для викладача і студентів) або його проведення за допомогою інформаційно-комунікативних технологій (онлайн) у відповідному Google Classroom після сигналу «Відбій повітряної тривоги»;

• староста інформує студентів групи про перенесення заняття чи його проведення онлайн;

• про перенесення аудиторного заняття (у т.ч. дату, час і місце проведення) або його проведення онлайн викладач невідкладно інформує одним електронним листом завуча кафедри, деканат відповідного факультету та директорат з питань освіти.

Якщо сигнал «Повітряна тривога»  в місті Києві відсутній, а в Київській області триває, то учасники освітнього процесу, які знаходяться в Київський області, продовжують перебувати в укриттях та приєднуються (за можливістю) до заняття за допомогою інформаційно-комунікативних технологій.

під час аудиторних занять (офлайн)

11. За сигналом «Повітряна тривога» в м. Києві під час аудиторних занять:

•  викладач негайно припиняє проведення заняття й повідомляє присутніх здобувачів освіти про необхідність пройти в укриття. До виходу з аудиторії викладач має забезпечити й особисто перевірити зачинення у відповідній аудиторії вікон (якщо вони відчинені), вимкнення освітлення, кондиціонера, інших електроприладів, особисто перевірити відсутність в аудиторії людей, останнім вийти з аудиторії та закрити двері «на ключ»;

•  викладач і здобувачі освіти негайно та без метушні проходять в укриття за показниками і встановленими маршрутами.

12. Викладач особисто супроводжує всіх здобувачів освіти, присутніх на відповідному занятті, при їх переміщенні в укриття й перебуває там з ними до сигналу «Відбій повітряної тривоги».

13. Викладач і здобувачі освіти повинні залишатись в укритті до сигналу «Відбій повітряної тривоги», крім виникнення надзвичайної події, що передбачає негайну евакуацію з будівлі, в якій розміщене укриття.

14. За можливості продовження аудиторного заняття в укритті викладач забезпечує його проведення в укритті з дотриманням розкладу занять.

15. Всі подальші за розкладом занять аудиторні заняття, що розпочинаються після сигналу «Повітряна тривога» і до сигналу «Відбій повітряної тривоги», які можуть бути проведені укритті (у т.ч. за наявності відповідного викладача), проводяться в укритті згідно розкладу занять.

16. За відсутності в укритті викладача, який проводитиме наступне аудиторне заняття, таке заняття переноситься на інший час або має бути проведене за допомогою інформаційно-комунікативних технологій (онлайн) у порядку, вказаному в пункті 10 вище.

17. Якщо під час перебування в укритті здобувачів освіти відповідної групи наступне за розкладом занять аудиторне заняття має проводитись на іншій навчальній базі або подальші заняття відсутні, здобувачі освіти залишаються в укритті до сигналу «Відбій повітряної тривоги». Проведення аудиторного заняття в цей день на іншій навчальній базі викладач узгоджує з із старостою відповідної групи.

18. За відсутності можливості проведення заняття в укритті таке заняття має бути проведене (продовжене) в аудиторії негайно після сигналу «Відбій повітряної тривоги», а якщо воно згідно розкладу занять скінчиться до сигналу «Відбій повітряної тривоги» таке заняття переноситься на інший час або має бути проведене за допомогою інформаційно-комунікативних технологій (онлайн) у порядку, вказаному в пункті 10 вище.

19. При оголошенні в м. Києві сигналу «Повітряна тривога» до початку заняття, що має проводитись за допомогою інформаційно-комунікативних технологій (онлайн):

•  викладач негайно повідомляє будь-яким зручним засобом зв’язку старосту відповідної групи про те, що відповідне заняття розпочнеться через 5 хвилин після сигналу «Відбій повітряної тривоги» в м. Києві, та рекомендує пройти в найближче укриття;

•  староста інформує здобувачів освіти відповідної групи про те, що відповідне заняття розпочнеться через 5 хвилин після сигналу «Відбій повітряної тривоги» в м. Києві та рекомендує всім пройти в найближче укриття;

• учасники освітнього процесу, які перебувають в регіонах, де оголошено сигнал «Повітряна тривога», проходять в найближчі укриття.

20. За сигналом «Повітряна тривога» в м. Києві під час проведення заняття за допомогою інформаційно-комунікативних технологій (онлайн):

•  викладач негайно повідомляє через Google Classroom здобувачів освіти про оголошення сигналу «Повітряна тривога» в м. Києві, те, що відповідне заняття розпочнеться через 5 хвилин після сигналу «Відбій повітряної тривоги» в м. Києві, рекомендує їм пройти в найближче укриття й припиняє проведення заняття;

•  учасники освітнього процесу, які перебувають в регіонах, де оголошено сигнал «Повітряна тривога», проходять в найближчі укриття.

21. Якщо сигнал «Відбій повітряної тривоги» буде отримано не пізніше як за 30 хвилин до завершення заняття згідно розкладу занять, таке заняття розпочинається через 5 хвилин після сигналу «Відбій повітряної тривоги» і проводиться в скороченому форматі в межах залишку його тривалості. При цьому Викладач повинен надати здобувачам освіти у відповідному Google Classroom на самостійне опрацювання матеріал з відповідної теми заняття.

22. Якщо учасник освітнього процесу знаходиться поза межами м. Києва, а в регіоні його перебування після сигналу «Відбій повітряної тривоги» в м. Києві триває або оголошена «Повітряна тривога», він до сигналу «Відбій повітряної тривоги» в регіоні його перебування не приєднується до заняття. Такий здобувач освіти повинен повідомити через Google Classroom викладача, який проводить заняття за допомогою інформаційно-комунікативних технологій (онлайн), про регіон свого місця перебування й час оголошення там сигналу «Повітряна тривога».

23. Якщо сигнал «Відбій повітряної тривоги» в м. Києві буде отримано менше ніж за 30 хвилин до завершення заняття згідно розкладу занять таке заняття не розпочинається. Викладач повинен надати здобувачам освіти у відповідному Google Classroom на самостійне опрацювання матеріал з відповідної теми заняття й повідомити їх про перенесення опрацювання відповідної теми (окремих питань теми) на наступне заняття.

Дії працівників за сигналом «Повітряна тривога»

24. При оголошенні в м. Києві сигналу «Повітряна тривога» до початку робочого часу працівник, незалежно від місця його перебування в м. Києві, повинен негайно пройти в найближче укриття та перебувати там до сигналу «Відбій повітряної тривоги» в м. Києві. Працівник повинен прибути на своє робоче місце не пізніше як через 1,5 години після сигналу «Відбій повітряної тривоги».

25. Якщо сигнал «Повітряна тривога» в м. Києві було оголошено до початку робочого часу, а сигнал «Відбій повітряної тривоги» не буде оголошено до 14.00 год. цього ж дня, працівник може не прибувати в цей день на роботу, а його відсутність в цей день на робочому місці не вважатиметься прогулом.

26. Працівник за сигналом «Повітряна тривога» в м. Києві під час перебування на робочому місці повинен негайно припинити виконання роботи, зачинити в робочому кабінеті вікна (якщо вони відчинені), вимкнути освітлення, кондиціонер, комп’ютер, принтер, інші електроприлади, перевірити відсутність в кабінеті інших людей, вийти з кабінету, закрити двері кабінету «на ключ» і пройти в найближче укриття.

27. Працівник за сигналом «Повітряна тривога» в м. Києві в робочий час під час перебування поза межами робочого місця повинен негайно пройти в найближче укриття, не повертаючись в кабінет за особистими речами.

ALGORITHM of actions of participants in the educational process upon announcement of the Air raid alert. 

General regulations

1. This Algorithm of actions of participants of the educational process upon announcement of the Air raid alert is mandatory for all participants of the educational process of the University – higher education students (undergraduate, postgraduate) and other persons studying at the University (free listeners, doctors (pharmacists)-interns), scientific and pedagogical staff and other employees of the University.

2. Civil defense signals Air raid alert and All clear alert are transmitted through a centralized warning system (sirens), radio, television, and emergency information systems via mobile operators. The prolonged sounding of the siren (3 to 5 minutes) is a warning of the threat of enemy missile and/or air strikes and a recommendation to immediately move to the nearest shelter. In the campus buildings equipped with an evacuation warning and control system, information about the civil defense sirens Air raid alert and All clear alert is announced through such a system.

3. To receive civil defense sirens Air raid alert and All clear alert, each participant of the educational process must install the «Air Alert» and/or «Kyiv Digital» application on his/her mobile phone, which are available in the Google Play Store and AppStore. In the «Air Alert» application, select «Kyiv» from the drop-down list of regions in the «Alerts» tab, and set the parameters of the corresponding notifications in the «Settings» tab.

4. All participants in the educational process should be aware in advance with:

• algorithm of actions of participants of the educational process upon announcement of the Air raid alert;

• the location of shelters in the campus buildings where classes are held, as well as the nearest public shelters (https://gis.kyivcity.gov.ua/shelter/) and routes to them;

• evacuation plans from the relevant buildings and shelters in the case of emergency

5. While staying in the shelter, is strictly prohibited:

✗ to smoke

✗ to make noise

✗ to move around unnecessarily

✗ to interfere with the movement of other people

✗ to clutter up evacuation exits

✗ to violate the general rules of behavior in public places

✗ to leave the shelter before the all clear alert

6. It is forbidden to bring into the shelter:

✗ dangerous substances

✗ flammable substances

✗ substances with a strong scent

✗ bulky items

✗ animals

7. If it is not possible to evacuate to a shelter after the Air raid siren on, you should enter any room, preferably a room with minimal external walls, windows, and openings. If such a room is not available, you should go to the stairwell and lean against an interior wall away from windows, sit down and cover your head with your hands.

• If you cannot leave the room, close the doors and windows, sit on the floor (below the level of the window sill) against an interior wall and not in front of a window, and cover your head with your hands.

• You should also remember and try to follow the «rule of two walls», according to which it is safer to be at least two walls away from an open area.

8. If you hear the Air raid siren on while you’re on any floor in the building or near the building, you must immediately go down to the shelter. In any case do not try to return to the classroom, office or other buildings, including to pick up your personal belongings.

9. Upon an announcement of Air raid alert, in any case, you do need to leave the building, except to go to the shelter, because the presence of a person outside the shelter increases the danger to his/her life and health during missile and/or air strikes.

Actions of the participants of the educational process during Air raid siren on before the offline classes begin

10. If the Air raid alert is announced in Kyiv less than two (2) hours before the start of the first offline class in the University:

• all offline classes are canceled this day;

• participants in the educational process immediately go to the nearest shelter;

• the teacher informs a monitor of a group by any convenient means of communication about rescheduling of the offline class to another time (free from another lessons and convenient for the teacher and students) or it can be held by using information and communication technologies in the online format in the relevant Google Classroom after the All clear signal;

• a monitor of the group informs the students about rescheduling of the class or that it will be held in the online format;

• the teacher immediately informs the head of the department, the dean of the relevant faculty and the directorate on education via an e-mail about rescheduling of the class (including the date, time and place of the lesson) or that it will be held in the online format.

11. Upon the Air raid siren in Kyiv during offline clases:

• the teacher immediately stops the lesson and notifies all present students about the need to go to the shelter. Before leaving the classroom, the teacher must ensure and personally check that the windows in the relevant classroom are closed, that the lighting, air conditioning, and other electrical appliances are turned off, personally check that there are no people in the classroom left, and be the last to leave the classroom and lock the door;

• the teacher and students immediately and without fuss go to the shelter according to the indicators and established routes.

12. The teacher personally accompanies all present students of the relevant group when they go to the shelter and stays there with them until an announcement of All clear signal.

13. The teacher and students must stay in the shelter until an announcement of All clear signal, except in the case of an emergency that requires immediate evacuation from the building in which the shelter is located.

14. If possible, the teacher shall ensure that the lesson continues in the shelter according to the class schedule.

15. All further scheduled classroom lessons that begin after the Air raid signal on and before the All clear signal, which can be held in a shelter (including if the appropriate teacher is available), shall be held in a shelter according to the class schedule.

16. In the absence of the teacher who will conduct the next classroom lesson in the shelter, it should be rescheduled to another time or held by using information and communication technologies in the online format in accordance with the procedure specified in point 10 above.

17. If during the stay in the shelter students of the respective group have the next classroom lesson according to the class schedule at another campus building or there are no further classes, the students shall remain in the shelter until the All clear signal. The teacher should coordinate the holding of a lesson on that day at another campus building with the monitor of the respective group.

18. If it is not possible to have a lesson in a shelter, it should be held (continued) in the classroom immediately after the All clear signal, and if it ends before the All clear signal according to the class schedule, such a lesson should be rescheduled to another time or conducted by using information and communication technologies in the online format in accordance with the procedure specified in point 10 above.

Actions of participants in the educational process upon an announcement of Air raid siren before and during lessons by means of information and communication technologies in the online format

 19. If the Air raid siren is on in Kyiv before the start of the lesson, which should be held by using information and communication technologies (online):

• the teacher immediately informs the monitor of group by any convenient means of communication that the relevant lesson will begin 5 minutes after the All clear signal in Kyiv and recommends going to the nearest shelter;

• the monitor informs the students of the respective group that the relevant lesson will begin 5 minutes after the All clear signal in Kyiv and recommends that everyone go to the nearest shelter;

• participants of the educational process in the regions where the Air raid siren has been announced go to the nearest shelters.

20. Upon an announcement of Air raid siren in Kyiv during a lesson held by using information and communication technologies (online):

• the teacher immediately informs the students via Google Classroom about the announcement of the Air raid siren in Kyiv, that the relevant lesson will begin 5 minutes after the All clear signal in Kyiv, recommends that students go to the nearest shelter and stops the lesson;

• participants of the educational process in the regions where the Air raid siren has been announced go to the nearest shelters.

21. If the All clear signal is announced no later than 30 minutes before the end of the lesson according to the class schedule, this lesson begins 5 minutes after the All clear signal, and is held in a shortened format within the remaining duration. In this case, the teacher shall provide students with material on the relevant topic of the lesson in the appropriate Google Classroom for independent study.

22. If the participant of the educational process is outside Kyiv, and in his region the All clear signal has given, though in Kyiv it continues or the Air raid alert is announced, he/she does not join the class after the All clear signal in the region of his/her stay. Such a student must inform the teacher with whom he/she has a lesson in online format through Google Classroom about the region of his/her location and the time of the Air raid signal was announced

23. If the Air raid siren in Kyiv is announced less than 30 minutes before the end of the lesson according to the class schedule, such lesson does not begin. The teacher must provide students with material on the relevant topic of the lesson in the appropriate Google Classroom for independent study and inform them about working over the respective topic (or specific points of the topic) at the next class.

Actions of employees upon the Air raid siren

 24. If the Air raid siren is announced in Kyiv before the start of working hours, the employee, regardless of his/her location in Kyiv, shall immediately go to the nearest shelter and stay there until the All clear signal is announced in Kyiv. The employee must arrive at his/her workplace no later than 1,5 hours after the All clear signal.

25. If the Air raid siren in Kyiv was announced before the start of working hours and the All clear signal has not been announced by 14:00 on the same day, the employee may not come to work that day, and his/her absence at the workplace that day will not be considered absenteeism.

26. An employee should immediately stop working upon an announcement of Air raid siren in Kyiv, close the windows in the office (if they are open), turn off the light, air conditioning, computer, printer, other electrical appliances, make sure that there are no people left in the office, leave the office, lock the office door and go to the nearest shelter.

27. If upon an announcement of Air raid siren in Kyiv an employee is outside the workplace during the working hours he/she should immediately go to the nearest shelter without returning to the office to pick up personal belongings.
